Hi I can't remember the name of a Win/Mac tool that was able to load a png/bmp and convert it to PETSCII.
Please help.

PETSCII does it, but the straight dedicated one should be BMP2PETLOGO. |

Loading a reference picture then pressing Shift+t, the resulting conversion depends from the chosen colors. |
