.. it is more likely that the TED chip (MOS7360 or 8360 if I'm right) went wrong. It provides the CPU with clock cycles, so if it is gone, then the CPU won't even have any idea on what to do...

 Look for a C16

Mike,

Look for a C16 in your local pawn shops, thrift stores, rummage sales..... the C16 uses the same processor and graphics chip that the Plus/4 does.

With a blank-screen symptom, the problem could be in either. The processor has to kick in to initialize the system before the graphics chip will know what to display.
