It's the same thing, except in double clock mode, where the byte read from open address space will be the byte read in the previous clock cycle of the processor, e.g. always $d4 if the address to be read is in the
$d4xx range and if no page boundary is crossed. Well, on the plus/4 the SID is at a different address, but I hope that you got the point.
I've measured the TED timings with a program that reads from open address space, and my C16 is "$de00 compatible."
