That's why I said it could be an option. I was thinking of a program that rapidly changes the screen output, or displays something only for a frame or so. In such a case running the emulation for a frame first would not be desirable.

I forgot about the ROM patches. But on the C64 there are lots of different ROM versions. OK, maybe the ROM version could be replaced with some sort of signature or checksum, which would be calculated from the unpatched ROM. Also, a flag indicating whether the hardware is PAL or NTSC should be stored.

Also storing the ROM images could be made an user-selectable option. It could sometimes be useful.
