Probably, you too experienced some unavailability times linking to rulez.org.
I asked to Lion about this, and that's the answer:
I just saw 2 sysadmin tickets (like below) from the same day, which tells about electrical breaks on the whole territory of the university, due to yearly fixes/checks. I hope they've finished that for this summer

Lion sent to me a loger mail too, but the meaning is almost the same: they're changed the server's location, and after two imposrtant electric breaks, they decided to shield much better the server in order to be stronger against this kind of event.
Hence, be patient if some link is temporary broken, it's all work for you!
