Are there any good C16 music collection sites where I could find music for a game I'm working on?
Or even places I could find a composer who would be interested in writing music for a game?

You must not looked very hard, since HVTC is right there in the main menu It's all the music (over 1000 entries).
I wrote a few tunes myself, you can email me with details if you can't find an existing tune you like.

In case you are wondering @Buck why it's called HVTC (High Voltage TED Collection) it's a play on words based on the original Commodore 64 SID music archive, the High Voltage SID Collection (HVSC) which is still going strong today.
You can find HVSC over at https://hvsc.de if you wish to peruse this for C64 tunes, or use DeepSID online (https://deepsid.chordian.net) to have the whole HVSC archive accessible online.
Some of us here have made C64 SID renditions of some well known game themes includng myself and @Luca - there's a very handy tag for these in DeepSID online too - so you can peruse those here:

As for a best TED tune category, I'd say do it @Luca - although maybe as HVTC has, a category for the original (1984-90) game era tunes, and then anything modern day after that (oldskiool and newskool as you had it)
For writiing music for a game, I haven't created anything on the TED myself, but others here may be able to assist with that.

@Waz yes that was the idea, fully +1 to me. The starting point to the new sound era could be Beggars Aren't Choosers (2002), exactly 23 years ago today.
