This is far more interesting, and a precious case study which could open the doors to a more advanced knowledge of the behavior of the TED chip along the 264 production line!
What isn't clear yet to me is: which failure? What happens to the joysticks if you have that kind of failure? What are we specifically searching for? Are we seeking for the POS ERR message with no other symptoms than "feeling strange" the joystick handling of the machine?
Have two Plus/4s regularly mounted here (actually, there's no room here without a ready real Plus/4, maybe the bathroom, but I could improve it  ) and I gonna test'em, hoping all the other users would do the same.
