9 years ago, I made a software speech synth for the Commodore 64: TAV64.
Now I ported it to the Commodore 16. It uses a phonetic language to speak Spanish. I don't know if it could be useful for other languages.

The program uses only 4K, for the C64 there is a version that you can use from BASIC programs, but I still don't know the C16's BASIC interpreter well enough to port it at this time.

Version 1.1 is uploaded to pastbytes.com/tav. Version 1.0 had a bug that made the voice sound distorted.
I made a video testing v1.1 before updating the interface.
