1. Never had that problem.
2. Go for PAL, IMO.
3. I think C16 has a cleaner PAL output.

+1: If you are looking for an assembler, Kick Assember 5.1 is probably the best option right now: http://theweb.dk/KickAssembler/Main.html
+2: You almost always get equivalent results with Plus4Emu.
