It doesn't run a C16, their headline is wrong.
A bit lower on the page they get it right though: "Note: This is a DUAL-FORMAT release. Side 1 of the disk contains the C64 version and side 2 contains the Expanded C16 / Plus4 version." (emphasis mine)
