Sure, the rules are awesome, especially this one: "Entry has to run on a stock pal c64 without any expansions." Should be no problem (I'm just joking of course.  )
Otherwise sounds like this is getting some traction (awesome!). I was thinking end of September for the deadline: this would give most of us time, hopefully during the summer holidays people will have time to code/draw/musicate. This would mean an early October release. Does that sound reasonable for everyone?
It would be good to know who will contribute. So let me start the count:
In fo' sho': Murphy, Degauss, Luca, me. (4)
Folks who I'm 100% counting on: Csio, Chronos, Ati, Skoro. (8 or so)
Would be nice, but wouldn't be surprised if they didn't take part this time: Gaia, SVS, nukem, DCD, Larry, Magervalp, Hifi, Litwr, Kichy. (17-ish)
I'd also love to see: gc841, gerliczer, Baz, MIK, George - perhaps in some type of co-op release or something. Seems like so many folks are writing TED tunes, maybe hook them up with graphicians Grass and carrion and... "Bob's your uncle" or something. And, basically I'd love to see everyone else, I'd love to be pleasantly surprised by even more people.
