What I can say as now is this: the time to join the competition will point to take benefit from the summer holidays, in order to have anyway spare time to code draw and compose. I see the end of September or the first days in October as a very good deadline 
Personally, I appreciate a lot the choice of a two separated categories of entries: C16 and 64K. Not 16K, but C16 (and consequently only, 16K too, then). Our 264 series machines offer a _real_ categorization, not only a memory limitation between compos, and that would be, for example, you can't send into the C16 compo a 16K game running at $5000 which precalculates stuff between $A000 and $DFFF  The C16 compo is for C16 games, that's it
