During the PAL test, the screen is okay, with some pinky flashing as expected. When PAL/NTSC test occurs, my Commodore monitor displays a wrung screen. This 1802 Daewoo manifactured model I have, is very sensible to the raster's shocks depending by the reached temperature, hence I show you a first low temp wrung screen, and a second high temp one 
In any case, the NTSC noisy screen as seen in the previous post's picture only comes at the end of the PAL/NTSC test.
