I don't think all compilations should be excluded from voting. It makes sense to me to be able to vote for a game pack, and base the vote on how good of a value the pack provided.
As for the site errors: unfortunately they are quite frequent. From the logs, we're seeing "Out of memory (Needed 1676960 bytes)" type messages, the number of bytes vary. I'm pretty sure it's because we're sharing the database server with other sites. Some of it is our fault though, there are tables and queries that need optimization. I'm working on this, and also adding some caching to the site to speed up certain pages.
On the pages you guys see these errors should show up as "We apologize..." etc message, no need to report those. What should be reported though is if a page dies entirely, or if it dies with an error message mid page and doesn't continue.
