The converter and related utilities are included with the latest version of plus4emu at http://sourceforge.net/project/showfiles.php?group_id=192837&package_id=226942&release_id=601490, as mentioned in the announcement. I use the sharemation.com site for temporary storage only, since it has a quota of 5 MB space, and 5 MB can be downloaded per 3 hours.
The "i686" build is slower, but runs on older machines, while the "pentium4" one uses SSE and SSE2 instructions for better performance (like p4fliconv_sse.exe in the previous downloads).
There are no converter changes since the last "beta" download, though (I do plan to implement better hires conversion eventually).
