Yes, true: tried the correct palette, and nothing has changed 
This is what I tried to perform: I downloaded the winner picture in the Atari gfx compo at Forever 9 party, Neptune's Daughter drawn by Powrooz/Laresistance; then I cutted it 320x200, I assigned my plus/4 palette, then saved as .bmp, converted to .xpm. At this point, I tried to convert it to a regular Plus/4 MCM pic, but this process hasn't performed a pixel exact conversion, due to several dithering workarounds, as if the colours have to be adjusted. Hence, I reduced both dithering values to zero, but the resulting pic was awful and no pixel exact conversion has been performed for the second time.
