I was able to improve the conversion somewhat, although I do think it is still not quite perfect yet, but does look relatively good already. This package compares the image conversion of DFliConv, P4PC FLI Converter, and my utility: http://www.sharemation.com/IstvanV/p4imageconv.rar. It includes the PRG files created and screenshots made on a real machine (composite video).
