It's a paint job... Doesn't come close to HÄGAR's Rastafari-plus/4, though 
Those "item hasn't been tested" auctions are always suspicious to me. Very often that's a lame excuse for "the CPU is fried but I'm not going to tell".
If somebody from out of Germany is interested in this item you should ask the seller if he's willing to test the machines. You could ask something like this:
"Wären Sie bereit, die plus/4s und die 1551 zu testen? Die Tests sind sehr einfach durchzuführen und wenn die Geräte funktionieren, würde ich natürlich sehr viel höher bieten."
