Probably easier just to put a C64 board in a C16 case! Otherwise, yes a complete sub system with a processor and a way to transfer data.

I'm not sure it's even possible. both TED and VIC-II tries to control the buses to read video data from the RAM and do RAM refresh. The only possible way I can imagine is the VIC-II having it's own RAM(s - both for video data and color memory) and allow that RAM written in parallel with the main plus/4 RAM. and then we still have the issue of different clock frequencies for the VIC-II and TED bus accesses.

There are SID sound extensions for the Plus/4 but has anyone ever made or tried to make a video extension for the Plus/4 using a C64's VIC-II chip?
