 Bitmap scrolling glitch

Hi I've got a bitmap scroll FF1A/B running above a raster split to a character based screen. It's working fine except for a tiny glitch where one or two cells appear to scroll from the bitmap through the characters.
It's a 'ghost' glitch though like the bitmap scroll is affecting the colour memory of the characters, not the pixel data.
The bitmap and the chr data isn't close in memory, so I think it's a ted thing, not actual data clash.
Any ideas on the issue or fix?
