The C16/Plus4 did not have a SID chip, the TED was responsible for producing audio with 2 voices. The SID chip (Sound Interface Device, 6581/8580) is in the C64 (successor of the Commodore Max, also known as Ultimax or VC10). A SID card is simply a third-party extension card that plugs into a C16/Plus4 and allows it to play music through the SID chip (via software that supports it).
