It may have been an extra horizontal retrace instead of a dislocated one. 
Moving the HR in one line means that TV tries to get synchronised again, 
so you'd see a wrapped/bent screen instead. 
 
Did you say '$ff1d'? ...I mean, not $ff1e? 
 
If so, could you send the source code to the list, I'd be interested how to achieve such an effect. 
 
Are you remember Dynamix/TCFS ? It was a C64 originated game, re-written on Plus/4 by TCFS with an intro also written by him. This intro contained an effect like you mentioned. It was the first ever removed sideborder effect I remember, but you know, it also had that black vertical bar all accross the screen. ...I never disassembled it, nor did I play with such an effect. Since in 1990 it wasn't very common to play with 
$ff1e effects and also not at all to use cycle exact timing, I guess TCFS should have used something else than $ff1e.
