Pending some advice from Christian Schaeffner, the Plus/4 hardware guru, I replaced the 4164 chips, with new ones and the Plus/4 now works fine. The problem was a faulty memory chip. While I was at it, I used 41256 chips instead of 4164 chips, and now I am waiting on instructions on how to use the full capacity of these chips as the machine still only reads 60671 bytes free.

 Probably the CPU is toasted. Had the same symptoms with my old 
 C16 (black screen).
