Don't forget the disk drives, which can further consist of modules. I think that the format should support an arbitrary number of disk drives attached to the bus.

It looks good. Also, it would make sense to save the current video output to the snapshot. In that way, you would instantly have a correct picture on the screen, without having to run the emulation for one frame first.
Then it would also be possible to write a converter that converts the emulator image to a PBM or GIF or whatever image.
It would also make sense to have an option for saving the ROM data to the image. The firmware actually is part of the state information, and this would avoid problems that could arise when loading the emulator state to a system that uses different ROM versions for the emulation.
