I don't think this is relevant... Creating a format that "almost works" is useless.

The format should be accurate, extensible, and mostly independent of the implementation, so that it can last longer than the emulator that first implements it.

So far, I must say no (accurate) C64 emulator does this right...
Frodo writes non-portable snapshot files (if I am not mistaken, you cannot even import a snapshot created on a big endian machine into a little endian machine or vice versa--I never tried it, but I remember I saw something like this in the sources), while CCS64 writes overbloated 512K files whose internal format is completely unknown.

I hope we/you can do better than this. :-)
