You might want to try VC1541. It runs under pure DOS and makes your PC act as a high level 1541 drive. No disk turbos supported! For it, you need a standard X1541 cable (for 286-486 machines) or an XE1541 extended cable
(for Pentiums and above).

VC1541 is available at http://os.inf.tu-dresden.de/~paul/VC1541/ . You can find the description of those cables at http://sta.c64.org/xcables.html .

And no, I don't know of a program that would emulate a 1551 drive on the PC. :-) Have fun,
