 TED chip

is very expendable (...my poor english , I mean it costs a lot of money) and little available.
Its exact code is MOS 7360/8360 Text Display IC. There are 2 versions; better is that one golden.
To locate it in the electric-card, you have to open the small metallic box, because it is screened.
If you are very lucky, attempt to eject it and then re-insert it, may be it restarts to work.
You can also check if, when Plus4 is running, the top surface of it becomes very hot: in this case it is gone...
On the contrary I think it is the case to buy a new cheap Plus4 (ALSO A C16 IS GOOD!).

 It sits under the metal shielding in the middle of the board (nt).
