I am afraid what you like to do will not work - the reason is : the NTSC TV uses 110V 50 Hz - A PAL TV 220(or 230V) and 60 Hz - you can power down the 220V to 110V but you will have 60Hz so thats the reason why you get the vertical scan (because the NTSC TV need 50Hz but you put in 60Hz). What you need is a converter which can power down to 110V and can also change 60Hz to 50Hz and as far as I know such a converter is not cheap. If you use a TV which can switch internal to NTSC you will not have the problem, because the TV will use everytime the same voltage 220V and 60Hz.
