I might be misunderstanding your last paragraph. I think you're talking about a usability issue on the site, so let me clarify that part. A "solution" is just a category of "note" that can be added to any game. One game can have many solution entries. We usually add a "solution" with the description Unsolved so that the game can actually show up on the Solutions list.
If someone is adding a full solution to a previous unsolved game, the right thing to do is to edit that existing entry  (But even if someone doesn't do that, I'll just eventually delete the now obsolete entry.) However, that doesn't mean that the [ add solution ] link on the game's page shouldn't be there; someone could very well want to add Hints to a still unsolved game.
