@MMS: Yes, the original plans included external control of RAM. But I have a guess, the 64K version would not have included this. More complex cards with more memory could only have been made for the 16K version.  But that doesn't matter now, unfortunately.
The name "memory expansion" is correct, by the way: they didn't say what kind of memory. It's good for ROM!  (Perhaps a plain "expansion" or "expansion connector" would be more appropriate instead.)
