Interesting, but...
1) Wouldn't it be better to inform about this issue the developers/maintainers of VICE?
2) Is it really a register's "bug" that an improperly selected KERNAL ROM initializes it in an unexpected way?
3) The latest release of VICE is 3.6.1, AFAIK. Have you tried that?
