What does it mean that the pattern seems to change every 16 characters? And that the colour changes across the display as well?
Since you have another C16 that is mostly working, instead of trying known good chips in a broken machine (which might have multiple failures), you could try suspected bad chips in a known good C16 and see if they cause it to stop working, at least for the socketed chips.
