My 2c: probably the C128 will be even slower than +4 because of the same reason. 
C128 is faster only in the FAST mode when you see nothing on the screen.
On the other hand (referring to the original topic), speed of +4 BASIC is impacted by by continuous ROM/RAM switches to provide more RAM, while on C64 it is fixed (but has much less free RAM for BASIC programs). The same is valid for C128.
So, BASIC simpy does not show the speed of the machine, but the speed of architecture with BASIC interpreter. Worth to mention, on Commodores the drivers/kernal/Basic did not take away RAM from the user. (BBC Micro B offered 18K if gfx mode 6)
