The useful answer is: there is no similar solution in plus/4.
We usually use the timer ($FF00), perhaps combined with raster value ($FF1D) with EOR or ADC. The smarter ones also utilize a software counter intervened by a user keypress. This last one is important when the PRG is started with an emulator and that emulator "ensures" the very same timer/raster environment with each run.
