changing 40x 2 bytes at two different memory area per each rasterline needs some raw power.
It can be done only in every second one. C64 can do every line, but they need to change it once, and it is in dedicated Color Ram (that is an SRAM, requires (I suppose) less precise timing on the RAS/CAS signals than updateing the DRAM in Plus/4 (two times).
