The real evidence of a hotspot on IC could be a really good heat camera system with a heat picture made.
We have (had) one, called FLIR thermal camera. Unfortunately not possible to bring home.
This one below is the "cheap" 400€ version, our one (just became defective after 15 years) was more than 2500€. There are ones can be connected to amobile phone (less accurate)
In fact similar systems used to inspect the energy efficiency of a houses (energy rating, validation). So if you have a friend in that house building/energy efficiency validation business, they should have one.

there are mobile phones with this intergrated heat camera, they are "just" 250-450€
