Well, a pretty nice art with a decent dragon!
I have to agree it is screen of a C64.
The border color still look a similar to +4, but if you check the white color, it looks a little brighter than the Plus/4's white.
In fact the total picture looks a little oversaturated (esp yellow and orange), but almost all 16 colors of C64 can de identified. Maybe purple and pink are missing, bt the mid of the dragon look pinkish... I do not know, why this picture is not better known, maybe that smiling sun ruined the total picture...
