It's most likely a PAL machine … NTSC machines (even if some were sold in Germany) are not that common.
It's been a while since I've seen an opened up plus/4 but some chips are PAL specific while others are not. I just had a look at the hardware section here to see which chips we got, so you can compare chip with photo.
Check the inside if you see this PAL specific chip: http://plus4world.powweb.com/hardware/C318004-05 (Or the -04 revision)
It's weird that you get a black screen with one TED and the blueish screen with the other one. With a defunct CPU, you should get the same black screen, I think.
Have you tried carefully reseating all socketed chips? It helps sometimes. Other than that, it's hard to tell what's wrong. Defunct CPUs and TEDs are a common problem
Do you just have 2 TEDs or do you have another plus/4 (or C16)?
