You could intercept the call to Kernal "SETLFS" routine ($FFBA). When called for a load operation, .Y is: $00 for standard address; $01 for relocating address.
That is if .Y=$00 then consider the address in $2B, $2C and ignore the first 2 bytes of the file to be loaded.
