Unfortunately, the 4164 RAM chips are not manufactured anymore. Some dealers may keep a rest of a stock.
Currently, there is an Ebay offer for an equivalent of (used) RAMs:

In the early PC environment, such RAM chips have been used, among other applications, on VGA graphic cards with 256 kB memory or maybe 512 kB. So, if you have an old 80386/80486 with a VGA card, you could be successful in finding the chips.
I found such RAM chips (socketed) on very old Trident VGA boards.
