Right on the Icicle Works page, down at the cheats section, there's a little link in the header that reads "How do I use cheats?". (Actually, that link is on every single page that shows cheats.)
This should take you to a page that explains step-by-step how to do it. Step 2 on that page is the Run/Stop + Reset part, there is even a nice big graphics there that shows you the two buttons to press (which are TAB + F11). Below that, the notes also mention the right keys if you're using various other emulators.
