I've checked my C16 and C64. And I think this is a black painted C64 body, with C16 keyboard layout.
A C16 in C64 body. Some month ago I'm tried to paint my wrong C16 body to a different color and that is similar than this. But if there is more picutres about it, that could help to find out the differences...
