In general the number of scanlines.

A (very) simple view on the plus 4 would be....

top border scanline = 114 CPU cycles
a DMA screen line = 20 CPU cycles
a non-DMA screen line= 65 cycles

(these numbers arent right...i've just pulled rough ones out my head).

You then run around 312 scanlines and then start again... C64, Spectrum etc. all have their own numbers and rules per scanline, but are in general the same idea.

However.... for "proper" emulation, its obviously a LOT more complex, and you work in TED cycles which is a fraction of a CPU cycle, and update as you go - or as a screen/register change is made. A lot more work.....
