It probably makes more sense to create an image with the Plus/4 colormap using any PC graphics software, save it as a .gif file, and then convert that to a multicolor/multicolor FLI Plus/4 image in a way that is as close to being pixel exact as possible. If there are areas with visible error, then one could try to change those parts in the source image, so that it is easier to convert without attribute clashes.
When converting images from the C64, you will basically have the disadvantages of both machines, that is, the 16 colors limitation of the C64, and also the more attribute clashes of the Plus/4 due to having fewer colors that can be set independently for each cell. But since there are very good pictures for the C64, it may still be interesting to try happy
