More on dithering: you may try using lower 'Dither limit' and/or 'Dither diffusion parameter' values to avoid dithering colors that are "almost" the same as a Plus/4 color, and also changing brightness/contrast/gamma slightly can help adjusting large uniformly colored "background" areas closer to a Plus/4 color so that the dither reduction can be effective.
