For creating .act palettes, you can use the plus4palette utility that I posted earlier (it is updated to be consistent with the emulator changes). However, accurate color matching without using xpm files is somewhat problematic, since very dark and very light colors are clipped in the RGB colorspace, and the converter would assume incorrect hue for those colors (e.g. $79 instead of $78) unless a low contrast palette is used and the conversion settings are adjusted accordingly.
