The palette should not really matter, unless it is very different so that the picture is not recognized as having a Plus/4 palette. But it would be easier to find out what the problem is if you posted the xpm file.
The PAL optimization trick - and most other "advanced" parameters with the exception of 1-bit luminance, and MC color error scale - is only used in hires modes.
