Yes, the values shown above are calculated from the voltages measured on the composite and luma outputs. These seem to be fairly consistent with those based on screenshots of the composite output (the largest difference from the measured composite values is 0.008, or about 0.29% of the total range). However, if there is any non-linearity in the video output, that should probably be emulated too, just like in the case of sound.
What would be most useful is to have access to more data from real machines, so any good quality screenshots of measurements are welcome.
In any case, the difference is quite large in the case of the level 5, so it may very well be an error in the documentation, just like the 'dark blue' hue for PAL. I will probably change that to 3.75, but I may also consider using the table from VICE, since it is apparently quite close to my machine.
