For conversion to a multicolor character set, you can use the "Logo Editor V2.0 multicolor" mode.
To get 1-bit monochrome black and white output, check "Use 1 bit (black and white) luminance" and set the color saturation multiplier to zero. For this type of conversion, you would probably want to use one of the diffuse dither types, with the limit parameter set to the maximum value.
For the problem of "greyscale output from monochrome input", there are two possible explanations: the new colors may be the result of interpolation (resizing the input image) or dithering. The latter can be avoided by selecting any of the diffuse dither types and setting the limit to zero. To avoid interpolation artifacts, resize the input image with an external image editor to a resolution that is twice that of the standard hires resolution (that is, 640x400 for a normal non-FLI graphics mode, both hires and multicolor), using no interpolation.
There is also a special "pixel exact" image reading mode in the latest version: if the image is in .xpm format, and uses the Plus/4 palette with at least 128 colors and no transparency (the colors do not need to match exactly - it can be a palette from any emulator, but the order within the palette must be correct with no colors missing), then interpolation and color correction are disabled, and the palette is internally replaced with that of the converter.
