Yes, the SSE binaries (p4fliconv_sse.exe and p4fliconv_gui_sse.exe) were compiled with the Pentium 4 instruction set, and use both SSE and SSE2. All other .exe files use only Pentium 2 instructions, and should run on most machines, although multicolor FLI conversion (which takes the longest time, at high quality and using optimal X shifts) is about 1.5 times slower on my machine when using the non-SSE executables.
